Overview
The Cuyahoga County Board of Developmental Disabilities (Cuyahoga
DD) is seeking a Medicaid Benefits Coordinator to oversee and
direct all activities related to incidents of loss of Medicaid to
ensure timely and effective resolution; Provide outreach and
education to Cuyahoga DD staff, individuals and families, private
providers, and community members on Medicaid and related topics.
The nature of work will include, but is not limited to the
following:
- Primary point of contact for potential
and actual loss of Medicaid situations for people-served; Advise
Cuyahoga DD staff on necessary action and communicate with CJFS
staff to reach timely resolution; Collect and maintain relevant
data to assist with cost projection and mitigate future
incidents.
- Develop and maintain a tracking system for applications
submitted to CJFS. Ongoing monitoring of this and other automated
processes used to facilitate Medicaid applications and
redeterminations to recommend efficiencies in pursuit of continuous
improvement.
- Provide training to Cuyahoga DD staff on the topic of Medicaid
and related topics, including the SA training module, attending SA
Department and small team meetings, offering drop-in hours at the
sites, and providing ad hoc training as requested to other Cuyahoga
DD departments. Share information about upcoming changes that will
impact people-served.
- Provide outreach to individuals and families about Medicaid and
related topics such as STABLE accounts and trusts; Attend planning
meetings at the request of Cuyahoga DD staff, develop informational
resources including mailings, and participate in community events
as a resource for families and people-served.
- Assist leadership with Cuyahoga DD's efforts to build community
capacity by identifying opportunities for provider development;
Support and advise providers on their role in benefits
maintenance.
- Act as Authorized Representative for Cuyahoga DD on behalf of
individuals needing this service. On behalf of services include:
receiving and processing JFS and ODM notices, gathering additional
required verifications to complete initial and renewal packets,
maintaining a log to track case specific communication, scanning
submitted verifications to SMBC into OnBase, and attending
interviews and Medicaid hearings.
- Work closely with CJFS to problem solve and resolve data
discrepancies, PLOMS, billing, and level of care issues. Provide
related technical assistance to Cuyahoga DD staff as
appropriate.
- Perform Medicaid Administrative Claiming (MAC) activities that
are applicable to this position, and are required by Waiver rules,
policies and procedures. Position functions will be 100% MAC
billable in a manner consistent with requirements of DODD and
ODM.PERSONAL CONTACT: Frequent contact with Cuyahoga DD staff,
individuals, families, CJFS, private providers, and other community
agencies. UNUSUAL WORKING CONDITIONS: Occasional in-county travel
to provide training and technical assistance. Occasional in-state
travel to attend conferences and training sessions related to HCBS
waivers or other applicable topics. Flexible work hours may be
required. Must have access to reliable transportation. BENEFITS:

There is an onsite expectation for all of our positions. Although
we do permit some remote work at home with flexible, hybrid work
schedules for some of our positions, we do expect staff to be able
to commute to our facilities in Cuyahoga County, Ohio on a regular
basis. We have facilities in Parma, Cleveland, and Highland Hills,
Ohio. All employees will be based in one of these three cities. We
do not currently offer any fully remote positions. All positions
come with the expectation that the employee will work onsite at an
assigned facility in Cuyahoga County some days each week as
directed.
Qualifications
- Advanced knowledge of Medicaid programs, eligibility, and all
related processes required.
- Minimum five years' work experience with HCBS waiver programs
required.
- Three years successful work experience with programs for
persons with DD preferred.
- Valid state of Ohio driver's license and continued maintenance
of excellent driving record
- High School diploma required.Application Procedure:
